them proper protection, or to have neglected nis duties in this respect, is liable to severe punishment.

Rules made by the Ministry of Commerce for guidance with regard to the purchase of land required for the construction of railways.

Fule 1.

when any line of railway has been survej eč, the Company concerned shall submit to this Ministry a plan together with a statement, showing all places through which the line is to pass; and the Ministry will notify the officers in charge of the Sub-prefectures and Districts concerned to note it down on record and prohibit temporarily the registration of any sale of land which falls within the area through which the line will pass, so as to prevent speculation and encroachment. As soon as the Company has had all the land required bought in accordance with the plan, it should notify the magistrates concerned, so that the prohibition may be removed,

Rule b

All houses and graves over the sites of which the Railway must necessarily pass, shall be removed, and a reasonable price according to the class of land involved to be assessed by the Company in consultation with the sub-prefect and magistrate shall be paid to the owners who shall not question the award.
